This publication provides a framework for consulting engineers and their clients in preparing an agreement for engineering services. Consulting engineers are defined as professional engineers in independent practice. The Prince Edward Island Engineering Profession Act governs the practice of engineering in Prince Edward Island. All professional engineers are bound by the Code of Ethics, a copy of which is included as Appendix D.
Consulting engineers provide a wide range of professional services. Their services may vary from advice by one or more professional engineers on an engineering matter, which may be highly specialized in nature, to the undertaking of the complete planning, design, and management of a project for which the resources and services of a large engineering staff are required.
Recommended fees contained in this publication have been computed on the basis of providing equitable remuneration for consulting engineering services recognizing the requirements for operating a progressive independent business, while providing competent and responsible professional services in accordance with standards appropriate for the protection and enhancement of society; however, both the scope of services and the basis of fees are, in the final analysis, a matter of agreement solely between the consulting engineer and the client.
In the selection of a consulting engineer the scope of services required, the qualifications and experience of the consulting engineer in relevant projects and the availability of appropriate personnel should be the essential considerations.
The pages which follow give details of commonly available engineering services and recommended methods of determining appropriate reimbursement for consulting engineers.
